India’s Essar Group is set to expand its presence in the United States with a massive steel manufacturing project in Iowa, a development described by President Donald Trump as the largest steel plant in American history. The project, being developed through Essar-owned Mesabi Metallics, represents a planned investment of approximately $15 billion in the Iowa steel mill, while the broader US investment associated with the integrated operation is being described at around $18 billion.
Trump announced the project at the White House on September 28, presenting it as a major development for American manufacturing and domestic steel production. According to the White House, the Iowa facility is expected to begin steel production in 2030 and ultimately reach an annual production capacity of approximately 10 million tons.
The project is designed as part of an integrated supply chain linking iron ore mining in Minnesota with steel manufacturing in Iowa. Mesabi Metallics has been developing a major iron ore operation in Minnesota, with the company saying its mine and pellet plant represent a $2.5 billion investment. The mine is intended to supply iron ore for the new steelmaking operation.
The first phase of the Iowa facility is expected to produce about 7.5 million tons of steel annually before expanding toward the 10-million-ton target. That capacity would put the plant among the largest steelmaking facilities in the United States, with the White House describing it as the country’s largest when fully developed.
Employment is another major component of the project. The White House estimates that construction could support as many as 6,000 jobs, while approximately 1,750 permanent jobs are expected in Iowa. Additional employment is associated with the Minnesota mining operation. The project is also projected by the White House to contribute around $95 billion to the US economy over its first decade.
The announcement comes as the Trump administration continues to emphasize domestic manufacturing and the expansion of American industrial capacity. Trump has repeatedly promoted higher tariffs on imported steel and aluminum as a way of encouraging companies to manufacture inside the United States.
The administration says the project demonstrates the importance of domestic supply chains, particularly for industries requiring large quantities of steel. Steel is used across construction, transportation, infrastructure, energy, machinery and defense-related manufacturing.
For Essar Group, the Iowa project represents a major expansion of its American industrial footprint. The group has already invested billions of dollars in the Minnesota operation through Mesabi Metallics and has been working toward establishing an integrated mining-to-steel supply chain.
The project also illustrates how international companies are increasingly building manufacturing capacity directly inside the US market. Instead of relying entirely on imported finished steel, the planned operation would connect American iron ore resources with domestic steel production.
Production is not expected to begin until 2030, meaning the project will require several years of construction and development. Nevertheless, the announcement marks a significant proposed addition to US steelmaking capacity and gives Essar a major role in the future of American steel manufacturing.
