Indian Railways Revises Ticket Cancellation Rules: What Passengers Need to Know

In a move that directly impacts millions of daily commuters, Indian Railways has revised its ticket cancellation policy, introducing updated charges and conditions. The decision is part of a broader effort to streamline operations, reduce last-minute cancellations, and ensure better seat availability for waitlisted passengers.

Under the revised rules, cancellation charges have been modified based on the class of travel and the timing of cancellation. For confirmed tickets, passengers cancelling more than 48 hours before the scheduled departure will now face slightly higher deduction fees. For instance, AC First Class and Executive Class tickets attract the highest cancellation fee, followed by AC 2-tier, AC 3-tier, and Sleeper Class.

The biggest change, however, comes in the window between 48 hours and 12 hours before departure. During this period, the deduction is now calculated as a percentage of the total fare rather than a flat rate. This means passengers cancelling closer to departure may lose a larger portion of their ticket cost.

Between 12 hours and 4 hours before departure, cancellation charges have been increased further, making it significantly costlier for passengers to cancel at the last minute. Beyond this timeframe, refunds are minimal or not provided at all, especially in the case of confirmed tickets.

Waitlisted tickets, on the other hand, continue to receive more lenient treatment. If a waitlisted ticket is cancelled before chart preparation, passengers are eligible for a refund after a nominal clerkage fee deduction.

Railway officials have clarified that these changes aim to discourage speculative bookings and last-minute cancellations that often result in empty berths. According to officials, thousands of seats go unused daily due to late cancellations, causing inconvenience to passengers on waiting lists.

The revised policy also emphasizes digital cancellations through the IRCTC platform, encouraging passengers to manage bookings online for quicker refunds and transparency.

Passengers are advised to carefully plan their journeys and review the updated rules before booking tickets. The new cancellation structure is expected to bring more discipline to the reservation system and improve overall efficiency.

While some passengers have raised concerns about increased financial burden, authorities maintain that the changes are necessary to ensure fairness and better utilization of resources.
