Reuters has reported that a missile strike by Russia in Ukraine’s Kherson city market has left at least six people dead and around 12 others injured. The incident occurred during Russian President Vladimir Putin’s speech on the first anniversary of Russia’s offensive. Ukrainian army’s southern command spokesperson Vladislav Nazarov said that “peaceful Kherson residents were injured and killed in the middle of the street, in their homes and at their workplace” during Putin’s speech. Meanwhile, in his state-of-the-nation address, Putin portrayed Russia and Ukraine as victims of Western double-dealing and declared that Russia, not Ukraine, was fighting for its very existence. He reiterated the grievances that he has frequently offered as justification for the military campaign and vowed no military let-up in the conflict that has reawakened fears of a new Cold War. Furthermore, Putin announced that Moscow would suspend its participation in the New START Treaty, which was signed by the US and Russia in 2010 and limits the number of long-range nuclear warheads and missiles that can carry atomic weapons.
