In accordance with the Seva Bhoj Yojana, the Government of India reimburses eligible charitable and religious institutions for the Central Goods and Services Tax (CGST) and Central Government’s Share of Integrated Goods and Services Tax (IGST) paid on the purchase of specific raw food items for the purpose of providing free food to the general public. To ensure accountability and transparency in the use of funds provided under the Seva Bhoj Scheme, the following approach is used:-
i) After registering with the NITI Aayog’s Darpan Portal, charitable and religious organizations enroll and submit their applications to the Ministry of Culture’s CSMS Portal.
(ii) The applicant submits their application to the nodal Central Tax Officer in their relevant State/UT after enrolling with the Ministry of Culture and providing a copy of the registration certificate issued by the Ministry of Culture.
(iii) Upon receiving the application and registration certificate, the nodal Central Tax Officer creates a Unique Identity Number (UIN).
(iv) The concerned GST Authority then sends the Ministry for releasing the Central Goods and Services Tax (CGST) and Central Government’s share of Integrated Goods and Services Tax (IGST) claims that were verified and approved by them in regard to the qualified charitable and religious institutions.
(v) The Ministry gives money to the relevant GST Authority, which reimburses the charitable and religious organizations in question.
Shri G Kishan Reddy, Minister of Culture, Tourism, and Development for the North-Eastern Region, responded to the question today in the Rajya Sabha.
