Amravati, the long-envisioned capital of Andhra Pradesh, has stepped back into the national spotlight as Prime Minister Narendra Modi inaugurated a series of landmark projects totaling ₹58,000 crore during his high-profile visit on May 2, 2025. The ceremonies and speeches weren’t just symbolic—they marked the beginning of a transformative phase for the city once caught in political and administrative limbo.

This visit represents both a political milestone and a planning reboot. For nearly a decade, the dream of Amravati becoming a model capital city had remained partially fulfilled. Originally conceptualized during the bifurcation of Andhra Pradesh in 2014, Amravati’s fate became entangled in governance changes, legal challenges, and shifting policy priorities. Now, with Modi’s latest intervention, that vision is gaining fresh momentum.

Laying the Groundwork for a Modern Capital

Among the marquee projects launched were road networks, administrative complexes, educational institutions, and healthcare infrastructure—designed to form the backbone of Amravati’s urban framework. With funding assistance from both the Union and State governments, the blueprint aims to build a livable, green, and digitally advanced capital city.

Symbolism in Soil and Spirit

The Prime Minister also brought a symbolic gift: sacred soil from the Parliament premises and water from the Yamuna River. The gesture underlined the cultural and constitutional unity between the national capital and the aspirational state capital. It echoed a similar symbolic act performed in 2015 during the initial foundation-laying ceremony.

The soil and water were placed into a commemorative urn at the site of the new legislative assembly complex, to signify the confluence of India’s democratic spirit and Andhra Pradesh’s aspirations.

Chandrababu Naidu’s Return and Renewed Capital Ambitions

Chief Minister N. Chandrababu Naidu, who was instrumental in conceptualizing Amravati during his previous tenure, stood beside PM Modi throughout the event. Naidu’s return to power in the 2024 state elections brought with it renewed vigor to revive Amravati’s original vision.

Naidu remarked, “Amravati is not just a capital—it is a symbol of our identity, of our collective future. We will work tirelessly to bring this city to life and restore investor trust.”

The capital region will now see a focused infusion of funds and oversight. Key departments have been instructed to expedite pending approvals, while environmental and legal clearances are being fast-tracked. The state has also pledged to acquire land for civic amenities and public infrastructure responsibly and with fair compensation.

Economic Engine for a Young State

The reconstruction projects are expected to generate over 2 lakh jobs during the execution phase and stimulate indirect employment in hospitality, construction, education, and services. Analysts estimate that a fully developed Amravati could add 2-3% to the state’s GDP annually by acting as a hub for IT services, education, and government institutions.

Several global consultants, including urban planners from Singapore and Japan, have been roped in to align Amravati’s master plan with international standards. The city’s layout includes designated zones for government, commerce, recreation, education, and culture. Riverfront development along the Krishna River, metro rail plans, and smart city features are all back on the agenda.

A Region Ready for Change

Public response to PM Modi’s visit was overwhelmingly enthusiastic. Across Vijayawada, Guntur, and other parts of the Capital Region Development Authority (CRDA) zone, celebratory rallies, LED projections, and cultural events marked the day. Farmers who had given land for the original land pooling scheme in 2015 expressed cautious optimism that their sacrifices would finally yield returns.

Sita Reddy, a land-donor from Tullur village, said, “We’ve been waiting for years. Today’s visit gives us hope that things are finally moving forward.”

However, the celebrations were not without scrutiny. Some civil society groups raised concerns about environmental impact and equitable resettlement for displaced families. The state government has promised transparency in implementation and periodic public engagement forums.

Fulfillment of a Promise Under the Reorganisation Act

PM Modi also underscored the importance of fulfilling the promises made under the Andhra Pradesh Reorganisation Act, 2014. “This government stands by every commitment made to Andhra Pradesh. We want this state to be among the leaders in New India’s growth story,” he declared.

This assurance is significant. For years, Andhra Pradesh has contended that it has not received adequate support from the Centre, particularly in light of the loss of Hyderabad to Telangana. The renewed focus on Amravati could go a long way toward bridging that perception gap.

While the announcement and celebrations have re-energized public sentiment, experts caution that execution will be the true test. Urban projects of this scale face hurdles ranging from land disputes and political shifts to ecological concerns and financing gaps.

However, with both the Centre and the State now aligned in purpose, stakeholders are more optimistic than ever. The establishment of a joint monitoring task force and monthly progress audits aim to avoid the pitfalls of earlier delays.
